I have unlocked the “This side up” achievement on my Demon Hunter character (name Galaher), but I didn’t get the new (orange fire) artifact weapon tint that should be unlocked after completion of this achievement. Fix it, please. Thank you.

Hello, what do you mean?
If you mean that I need to click on “World of Warcraft Forums” - I clicked on that and I go to the page where I see this message and can’t even create a topic there, although I have a lvl 80 character

You need to have a lvl 10 hero in the region you are trying to post in… The WoW forums are a bit of an oddball in that respect. In your case, your BattleTag shows that your home region is Europe (the numeric part starts with a “2”)… if you do play on Europe, you will want to head over to : https://eu.forums.blizzard.com/en/wow/ . Do note the various categories available and pick one that is closest to your needs.
If you wish to report a bug, and because you cannot post on the Bug Report forum, you need to use the in-game menu system as explained in this Support Article: https://eu.support.blizzard.com/en/article/000339262 (sorry, I cannot provide a clickable link for you – copy the URL in your browser).
