In the new OWWC bundle in shop, all other skins load in but Sierra’s. Even testing out in practice range it doesn’t change. It shows her default. I won’t buy it if it’s not there.

Likely a bug with the bundle preview or missing asset load. Try restarting the game and checking in Hero Gallery, not just the shop/practice range.
If it still shows default there too, hold off buying—it’s probably a server-side issue that needs a fix.
