Modern Warfare Stuttering

Hey guys I recently bought a new computer I bought Call of Duty : Modern Warfare and it runs perfectly everything on ULTRA but I have this weird stuttering with 3 orange boxes on the left now I know this refers to packet loss but I have 0 packet loss I enabled it in game

My Specs :
amd ryzen 7 3800x
RTX 2080 TI
32 GB RAM

i tried to scan and repair and it didn’t work and i also re installed shaders still having major stuttering even after more stuttering after the recent 20gb update

I haver 240 fiber optic internet and My nat type is on open and i’m not sure what the problem is

For Call of Duty, Blizzard Technical Support is only able to offer support for install, patch, or connection issues with the Blizzard Application. Issues with crashing, performance, or connecting to the Call of Duty servers will need to refer to Activision support.
