Maintenance "!" Banner Missing from Launcher

It was recommended to me by a Blizz forum Moderator, after a very productive discussion in the Customer Service forums, that I bring this issue here.
https://us.forums.blizzard.com/en/wow/t/wheres-the-maintenance-message/2064974 (read time 3 mins)

After an array of helpful suggestions and actions to try, we think the cause of our issue may be: older version Windows Operating Systems. As the only two people having this issue, myself and one other poster, are running Windows versions: 7 and 8.1

Basically, the “!” Maintenance Banner that typically appears at the top of our Bnet game launchers while the servers are Offline, doesn’t show up for me. No matter what I do. We established that all my settings are as they should be, but the banner will not appear.
Could you take a closer look into this?
In the mean time, I can still look up the server and maintenance status at https://us.battle.net/support/en/ and follow the Breaking Maintenance News link, so there’s that as a fall back.
Thanks.

Hello! I would also like to report the same bug with my Battle.net Launcher. However, I have a newer version of Windows running on my computer, being Windows 11 24H2.

I followed the same suggestions from the forum link, and also tried both clearing my BattleNet cache folders and doing a fresh reinstall (twice), but nothing changed.

I don’t know if this could be related, but I had an “opposite” problem before I reinstalled my launcher for the first time. I had the maintenance banner “stuck” on an older message. For example, on WoW Retail (The War Within version), I had a maintenance banner showing a message from February 18th for several days. This was happening for every game, showing old messages on the banner, and never updating for newer scheduled maintenances.

EDIT (March 15th): The maintenance banner has reappeared on my launcher, showing a scheduled maintenance for WoW on tuesday (18th).
