can’t get it to back off my character now. Having to do it again is not new after a patch or expac but not having the ability to do it is now gone where it normally is, and i can’t get it to zoom out using my mouse wheel.

You may have some luck with the Home and End keys if its not letting you zoom out with the mouse. It may help to reset the keybindings as well, but this would be better suited on the WoW forums.
