Is the D2 installer broken?

I’m using the installer from the classic download page and I have port 3724 open, upnp enabled and running in administrator mode and the error I keep getting is:

It seems like the tracker is down and when I try the EU and espanol installer it reports those trackers are down too.

According to this discussion in 2009 forums.whirlpoolDOTnet.au/archive/1332556 this person had the same issue Im experiencing now and he’s remedy was for something to get fixed at blizzards end.

Im running windows 10 64 bit and the installers I tried are Downloader_Diablo2_enUS.exe, Downloader_Diablo2_enGB.exe and Downloader_Diablo2_esES.exe
