I think that the desktop app needs a download scheduler similar to the one found on steam. My internet isn’t good enough to download games and do basically anything else online until the download is complete. I was wondering if there is a feature that could have the download postponed until a time when i’m not using my computer.

No, there was no response to his suggestion.
The Bnet Launcher has several options already. You can set it to not DL when you are playing a game and you can also set it to not update until you manually tell it to. You can control the downloads completely.
Go to Settings > Game Install/Update then scroll down to the section that lets you select how you want the updates to be handled. At the very bottom, you can even control how much bandwith the updates take on your network so you can throttle them.
