Cannot install Burning Crusade Classic

Hi, I’ve been having network issues with ONLY WoW, nothing else (active ticket: Ticket Number: US84213233) and during troubleshooting I decided to reinstall the game. I uninstalled it just fine, but when I click install I get error BLZBNTAGT00000BB8.

I’m at a loss, I’m about to reinstall Windows to see if there is something else going on. I don’t know what else to do.
